Abstract

This study analyzes Japan's response to the Comfort Women issue, which represents violations of Human Rights and gender equity during World War II. The issue stems from Japan's entrenched patriarchal culture, influencing women's roles in politics, economics, and society. Japan's responses, both domestically and internationally, include reparative measures such as the 2015 Comfort Women Agreement and the Asian Women’s Fund. However, these efforts often face criticism due to insufficient victim involvement, creating an impression of insincerity in resolving the issue. On the international stage, Japan strives to maintain its reputation as a modern and responsible nation, but its cautious strategy has generated tensions with neighboring countries like South Korea. By utilizing constructivist theory and conflict resolution frameworks, this study evaluates the extent to which Japan’s policies have influenced historical reconciliation and gender equality. Findings highlight the need for a more inclusive and transparent approach to achieve meaningful impact for victims and Japan's global reputation.
